It was therefore decided largely on the advice of the
Prime Minister and the Sultan to postpone the departure
of the mission until the autumn. In the meantime Lord
Allenby had been confirmed in the office of High Commis
sioner in place of Sir B. Wingate who had resigned.
The Prime Minister, however, showed himself
increasingly opposed to the idea of the mission going at
all and whmit was finally decided to despatch it towards
the end of November, Mohamed Said Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. resigned office

The Milner Mission arrived in Cairo at the

beginning of December and were met by a public boycot
which was carefully organised by the partisans of
Zaghloul Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. . In spite of the fact that the boycot
was maintained throughout their three months stay in
the country the members of the Mission were able to see
most of the leading Egyptians in private and to get into
touch with all sections of opinion and to accumulate
large quantities of evidence and material for a report. By
the end of February they had obtained all the information
available in Egypt and the Mission accordingly returned
to England, but before compiling their report they
determined, if possible, to get into touch with the
Nationalist Party headed by Zaghloul Pasha An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders. who with his
colleagues was still in Paris conducting a campaign of
propaganda in Egypt, Europe and America against the
British occupation.
