soon rendered it almost impossible to carry on the
government of the country and it was therefore decided
in March 1919 to deport Saad Zaghloul and three other
prominent agitators. Their deportation was followed by
an outbreak of violent disorders which rapidly spread
throughout the whole of Egypt.
By March Elst the disorders had assumed such
serious proportions that Lord Allenby,who had just
proceeded to Paris for the Peace Conference,was hastily
senf back to Egypt as special High Commissioner with
full authority to restore order.
This task he successfully accomplished, one
of his first acts being to e the deported agitators
who had been imprisoned in Maroh. Zaghloul and his
associates were then joined by some colleagues from
Egypt and the whole party proceeded to Paris with the
object of laying their claims before the Peace Conference.

formed on May 21st and by degrees the country commenced
to settle down. In the meantime His Majesty 1 s Government
had decided to send a special mission to Egypt under
Lord Milner to enquire into the causes of the existing
unrest and to make recommendations for the future
government of the country. There were obvious objections
to the mission proceeding forthwith to Egypt where order
had scarcely heen restored and where the extreme neat Ox
summer would have rendered their task unusually trying.
