8. With the transfer to H.M.G. of the rights
hitherto exercised under the regime of the Capitu
lations H&fer by the various foreign governments
Egypt recognises the right of Great Britain to
intervene w H.F.High Commissioner to prevent the
application to foreigners of any Egyptian lav/
now requiring foreign consent, and Great Britain
or her side undertakes not to exercise this right
except in the case of laws inequitably discrimina
ting against foreigners in the matter of taxation
or inconsistent with the principles of legislation
common to all the Caoitulatory Powers.
9. "’hen the consent of the Powers concerned to
the termination of the Caisse de la Dette has been
obtained, the Egyptian Government undertakes to
constitute a special reserve fund whose capital
amount shall be equal to the interests and amorti
sation charges on all the e>ternal debts of the
Egyptian Government for a period of two years/^ /
llie amount of this fund shall be invested in
British Government securities to be determined., by^
the two Governments in agreement £hd the interest
thereon shall be paid to the Egyptian Government.
Egypt undertakes not to contract any further ex
ternal debt save in agreement with Great Britain *
