Most Secret. Egyptian press reports state that it is
the intention of British Government grant Egypt what amounts
to independent G 0 V9rni tQht this done on the recommendation
of Lord Milner 1 s commission. Last weeii further cobles
reported Curzon denies that Government had decided this
question but that it was considering or going to consider
