The Secretary of State for Foreign Affairs had quite clearly pointed
out its weal: points. It had always been made perfectly clear to the
Egyptians with v/hom his (Lord hilner f o) mission had been dealing,
that His majesty 1 3 Goverment wero not com littod in any way, although
he personally and his colleagues wero committed to advocating a aottlo-
lacnt on the lines laid down in their henorandum of August last.
THE PRIiiE 1 nlTISTBR said ho would like Lord J'ilncr to give a picture
of what he thought would bo achieved under his proposals. He wondered
whether the Egyptians would bo prepared to take advice now in the some
way as they did twenty years .ago, for it must bo re: embered that at
that time the situation was very different. For example, the Egyptian
Government could not got any money, whereas now they probably would
think that they could raise a loan just as well as anyone else.
LORD RILNIR said that his idea Tfas that, under his scheme, the
situation would revert to what it was twenty or thirty years ago, when
the British Government had much less actual power ih Egypt but much
greater influence. Unuor the present arrangement the want of co
operation between British and Egyptians threatened to bring things
entirely to a standstill, and he thought wo would get much greater
efficiency if rre gave up direct control and relied more on influence,
ne did not think that anyone doubted for a moment that the Egyptians
would have to have come foreign help, and that they would prefer
British to any other. But they certainly wanted greater freedom
to run their domestic affairs on their own lines. Then he had been
m Egypt previously, we confined our direct action to finance and
irrigation. It was a later and much more doubtful development when
we began to take charge of all branches of administration especially
the Interior,
