Article 7.

forces, the tribes concerned will be free to answer the call: but any
one answering the call must depart in complete tranquillity and may
not commit any aggressive act until he is over the frontier.
Sufficient guarantees will be taken from tribes who are in the habit'*

tees will be liable to confiscation in the case of a repetition of that
Article 9.
The two Governments undertake to open friendly negotiations,
within a specified period to be fixed by mutual agreement, with a view
to concluding an agreement for the surrender of criminals.

ANNEXURE 11.
The Bahra Agreement.
Translation.
WHEREAS with a view to securing good relations between the two
Governments of ‘Iraq and Nejd, a Treaty known as the Muhammara
Convention was agreed upon between those two Governments and
192^ ^d th6 7th Ramadan 1340 (corresponding to the 5th May,
the aforesaid Treaty was supplemented by two Pro
tocols, known respectively as Protocol Number I and Protocol
Number II of the Muhammara Convention, which were sig-ned at
Uqair on the 12th Rabi‘ Thani 1341 (corresponding to the 2nd
December, H922), and
WHEREAS the aforesaid Treaty and Protocols have been duly
ratified by the two Governments of ‘Iraq and Nejd, and
WHEREAS in Article 1 of the aforesaid Muhammara Convention
the Governments of ‘Iraq and of Nejd have guaranteed mutually that
they wi 1 prevent aggression by their tribes on the tribes of the other
and will punish their tribes for any such aggression and, should the
circumstances not admit of such punishment, the two Governments
will discuss the question of taking combined action according to the
good relations prevailing between them, and
