Draft Agreement Concerning ‘Iraq, presented to the Sultan of
Nejd on the 17th October, 1925.
WHEREAS with a view to securing good relations between the
two Governments of ‘Iraq and Nejd, a Treaty known as the
Muhammara Convention was agreed upon between those two
Governments and signed on Friday the 7th Ramadan 1340 (cor-
responding to the 5th May, 1922), and
WHEREAS the aforesaid Treaty was supplemented by two Pro
tocols, known respectively as Protocol Number I and Protocol
Number II, of the Muhammara Convention, which were signed at
‘Uqair on .the 12th Rabi‘ Than! 1341 (corresponding to the 2nd
December, 1922), and
WHEREAS in Article 1 of the aforesaid Muhammara Convention
the Governments of ‘Iraq and of Nejd ha\e guaranteed mutually
that they will prevent aggression by their tribes on the tribes of the
other and will punish their tribes for any such aggression and, should
the circumstances not admit of such punishment, the two Govern
ments will discuss the question of taking combined action according
to the good relations prevailing between them, and
WHEREAS it is considered by both Governments advisable in the
interest of friendship and good relations between the two countries to
come to an agreement regarding certain other matters which are
outstanding between them,
WE, the undersigned
have agreed upon the following articles :—
Article 1.
Tribes raiding from the territory of one of the two States into
the territory of the other State will be punished bj* the Goveinment
of the State to which they belong, and the Chiefs of the tribe or
tribes offending will be held responsible.
Article 2.
The Governments of ‘Iraq and of Nejd, recognising the misunder
standings and dangers to public order and security that arise fiom
the enticing of tribes or portions of tribes away from the territory
of the one State into the territory of the other State, hereby under
take that they will discourage in every possible way, short of actual
expulsion and violence, the immigration of tribes, portions of tribes
or tribesmen from the one territory into the other unless it be with
