Report by Sir Gilbert Clayton, K.B.E., C.B.,
C.M.G., on his Mission to negotiate
certain Agreements with the Sultan
of Nejd, and Instructions issued to him
in regard to his Mission.
Sir Gilbert Clayton, K.B.E., etc., to the Secretary of State for the
Colonies.
25th November, 1925.
Sir,
I have the honour to refer to the Colonial Office letters Nos.
35152/25 of the 6th August, 1925,* and 38484/25 of the 10th
September, 1925, f relating to the negotiations which I was appointed
to conduct with the Sultan of Nejd, and to submit my report on the
progress and the results of my Mission.
Journey.
2. I left London on the 24th September and arrived at Ibn Sa'ud’s
camp at Bahra (some 28 miles east of Jedda) at midday on the 10th
October. I had been met at Port Said by Mr. G. Antonius, Secre
tary to the Mission, Mr. E. C. Harvey, clerk and stenographer, and
Liuficj Bey Suwaidi, the Iracj representative. As previously
arranged, we travelled by the Nile route to Port Sudan, and thence
crossed over to Jedda in H.M.S. “ Clematis.” From Jedda we
proceeded by car to the camp specially set up for the negotiations at
Bahra or, more precisely, Umm-al-Qurun, which is a well on the
pilgrim-route to Mecca, lying midway between the ruined village of
Bahra and the oasis of Hadda. A detailed time-table of the journey
will be found on the attached itinerary sheet (Annexure 1).
Duration of Mission.
3. My stay at the camp lasted over three weeks, from the 10th
October to the 3rd November. Formal negotiations were opened on
the morning after my arrival and proceeded without interruption
until the eve of my departure. On three occasions Ibn Sa'ud had
to absent himself for periods varying from one to three days, during
which he proceeded to Mecca on matters connected with the hostili
ties and other affairs of State; but his absences did not materially
retard progress, as it was arranged that they should take place when
questions of detail or of drafting were to be discussed with his
advisers, and the clerical work entailed by the negotiations brought
up to date.
