Saud through the British Agent at Jeddah, all coniuunications
with Ibn Saud should pass throu^i the ForeifTi Office and
H.ii.Consul at Jeddah.
(b) the final responsibility for all questions
affecting Arabian politics whether relating to the Hejaz or
Nejd should rest with the Colonial Office.
(c) the responsibility for local and consular
questions concerning the Hejaz, including the pilgrimage
should rest with the Foreign Office, oir o. uhuckburnh
added that, in his opinion, the Foreign Office should also
be primarily responsible in all matters concerning Ibn Baud s
relations with Foreign Powers. He explained that these
proposals would, in pr ctice, very largely mean the
continuance of the present arrangements, except that the
channel of cotrrunication via Bushire would be eliminated;
although tliis charnel could always be revived, either in
addition to or instead of the Jeddah channel, in the case of
necessity. :r. Oorinr: Ric e said that he agreed generally
with the proposals but would have to refer them to hightr
authority. Questions of Arabian policy would as hitherto
be dealt with by consultation between the Foreign Office
and the Colonial Office, but the foreign Office would prefer
not to lay down anything definite until the future relations
with Ibn Saud had been defined by the conclusion of a
revised treaty. niy j. hhuckbureh said that he was sure
that there was no intention of altering the present
arrangements under which action in regard to Nejd or Hsjaz
affairs was concerted between the Foreign Office and the
Colonial Office, but that the view of the Secretary of State
for the Colonies was that the Colonial Of 'ice should in
