An article of this nature in the Idrisi treaty has already
caused some inconvenience and, in my opinion, such coranit-
ments should be avoided. Protection extended to one ruler
cannot easily be denied to another, in similar circunatances
and it is not difficult to see that considerable embarrass
ment mi^ht arise in the event of hostilities breaking out
between two Arab rulera for example, Ibn Saud and the Imam
Yahya with whom more or less identical treaties were in
force. His &ajesby ? B Government would be placed in the very
difficult position of having to decide upon the respective
merits of the two disputants, probably without any reliable
means of finding out the true facts of the case. Support
can always be extended to an ally on the merits of the
specific case without incurring any general coroaitment.
It may be argued that *forei#i power** means a
power outside Arabia, but even so a general commitment is
dangerous; moreover, it will not be easy to make Arab rulers
see the logic of such a distinction, and to emphasise it
unduly mi$it be offensive to European Powers.

Ibn 3&ud personally, but should certainly be for a limited
number of years, subject to renewal on the same or revised
terns, provided both parties are agreeable. To limit the
period to the duration of His Majesty^ Government’s
mandatory responsibilities in the Middle Cast would be too
indefinite, bearing in mind that the mandatory system includes
the different states of Iraq, Palestine and Trans-Jordan and
that the mdandates for these three territories will not
necessarily be of equal duration.
