confidence and friendly relations have been established
on a firm basis. Attempts to make these matters the
subject of specific articles in treaties have in the past
led to suspicion as to motives, and in some cases to
tiresome complications e.g. the /arson Islands Agreement
with the Idrisi.
10. Subject to the following observations, the
points suggested for inclusion in the new treaty appear
suitable. The reco^iition by Ibn daud of His majesty’s
GrovemmenVs position in the neighbouring mandated
territories should be expressed in very general terms.
Any attempt, such as that made in the abortive treaty with
King Hussain, to induce Ibn daud to recognize the Zionist
obligation, or indeed any remote reference to the Zionist
question, would be disastrous and, even in the very
unlikely event of his consenting, would destroy his
position by bringing down upon him universal Moslem
criticism. Agreement by Ibn daud not to interfere with
Arab rulers with whom Great Britain is in treaty relations
is desirable in so far as Kowait, Bahrain and similar
territories are concerned, but in view of possible
complications arising, especially in connection with
future relations with the Imam of the Taman, I am disposed
to recommend that any such undertaking by Ibn Baud should
be confined to a general recognition by him of any treaties
vhich His Majesty’s Government may have with other Arab
rulers. Actual interference or aggression can best be
dealt with by measures designed to meet the special
requirements of each case as it arises, and in this way
commitments and possible future embarrassment are avoided.
11. As regards the retention of the substance of
Article 2 of the present treaty (viz. protection against
foreign aggression) I feel strongly that great caution
should be observed in introducing clauses to this effect
