States of Arabia are at present, for the most part, connected
with Trans Jordan, Iraq and Aden, in all of which
territories the Colonial Office is the Departaent of
Croternment through which the policy of His Majesty's
Government is connunicated and implemented* As long as
this is the case it is obvious that the Colonial Office
must have a large measure of control over the general
policy that is adopted*
6. The arrangement by which Arabian policy is
decided in concert between the Foreign Office and the
Colonial Office, while all communications pass through
the Foreign Office and their representatives appears to be
a satialhctory solution of the question in regard to Ibn
Saad, and would be equally suitable in the case of the
Imam Yahya of the Taman were it not that the only established
channel of communication with him is through the Resident
at Aden* If it had been possible to conclude a
treaty with Imam and to establish a British representative
at X&ria, the difficulty vould have been solved, as he
would have been the obvious channel of conmnication with
the rulor of the Taman* I recomnend,* therefore, that the
earliest available opportunity be taken of securing the
Imam's Agreement to an interchange of representatives.
It is not necessary, in my opinion, to await the conclusion
ofa treaty • indeed a British representative residing in
the Taman, if carefully selected, should be in a better
position to negotiate an agreement than any special envoy,
If the difficult question arising out of the Imam's
refusal to withdraw from the Aden Protectorate can
disposed of satisfactorily, the step should be an
endeavour to establish a British representative in the
Taman, through whom all communications between His ajesty s^^N
Government and the Imam should pass* In the meantime I
can suggest no alternative to the present not ver^ satis*
factory An East India Company trading post. arrangement*
