Dear Shuckburgh,
Hall haa sent rae a copy of the record of an
Interdepartmental Conference held at tue 'olonial /ffice
on the 12th March to discuss natters arising out of my
report on the negotiations with Ibn Sa'ud, and he tells
me that you would like to have any observations that nay
occur to me upon the questions still outstaanog.
2. Before offering my remarks on the conclusions
reached, I would observe that, in considering trie question
of relations between His Majesty’s Government and Ibn Saud
the Imam Yaji/a should always be remembered. e is trie
other outstanding independent ruler in Arabia ana Ine two
should, as far as possible, be treated on similar lines
and in accordance with the principles of one general
Arabian policy.
3. Pnntrol of future relations with jbp gaud ana
channel of communication.
Whatever arrangement is decided upon in regard
to the control of relations with Ibn Saud should apply
also to the Imam Yahya. I would here emphasize the point
! that both these rulers expressed to me a considerable
measure of distaste at any idea of the Colonial ffice

being the channel of communication between tnem and
His Majesty’s Government. They cannot divest their minds
of the suspicion that the real policy of dreat Britain is
one of colonisation and aggrandizement, veiled though it
may be by a cloak of liberality and sympathy with national
aspirations. The name -Colonial- Office frightens them
