3. The possibility of Ibn Saud re-opening the question
of the payment of a subsidy in the course of the negotiations
was considered. It was felt that the payment of a subsidy
was out of the question, and that this if pressed by Ibn
Saud should be resisted on the grounds that it would be liable,
to be misrepresented as an attempt on the part of Hit
Majesty’s Government to obtain undue control over the Holy
Places, and that the knowledge that Ibn Saud was in receipt
of a subsidy from non-Moslem power would greatly damage his
prestige with Moslem opinion throughout the world.
4. It was also thought probable that Ibn Saud would
raise the question of the purchase of war material in this
country. The present position was that in virtue of a kind
of self-denying ordinance Great Britain, France, Belgium and
Italy had undertaken not to permit the export of arms to the
States in Arabia,
The need for some such agreement was obvious when
active hostilities were in progress in the Hejaz and the
Yemen, but now that Ibn Saud had established a settled
administration in the Hejaz it was felt that this embargo
could not justifiably be maintained, provided that satis

opinion the Conference were influenced by the fact that
if His Majesty’s Government were to refuse to allow Ibn
Saud to purchase arms in this country, he would have no

strictly enforced the embargo agreement) or some other Power
and that if the arms held by Ibn Sa$d were of British
manufacture it would be much more easy for us to control his
supply
