part would have on his relations with His ikiajesty’s
Grov eminent• Moreover, in view of the different terms in
which our various treaties with Arab States are framed and
the varying degrees of protection which they envisage, it
was thought that the inclusion of a clause of this nature
might well lead to complications. The view of the Conference
was that, in all the circumstances, it would be better to
make no mention of the matter in the treaty, but,
simultaneously with the negotiation of the treaty,to
communicate to Ibn Saud, for his information, copies of all
the existing Treaties between His Majesty's Grov eminent and
Arab States. If this were done, and Ibn Saud nevertheless
committed an act of aggression upon some Arab State with whom
His Majesty's Government had a treaty, he could not feign
ignorance of His Majesty's Government's commitments in the
matter and the mere fact that the treaty contained no express
undertaking on the part of Ibn Saud to refrain from
aggression on the states in question would not debar His
Majesty's Government from taking any steps that might appear
practicable and desirable to resist such aggression.
(d) It was agreed that the Government of India should
be consulted with regard to the desirability or otherwise of
including specific provision for the protection of pilgrims.
The general view of the Conference was that it would be
preferable not to refer to this matter in the treaty, but
that if the Government of India wished some reference made,
an article on the lines of Article 5 of the 1916 Treaty
should be included;
(e) It was decided to recommend that the trest r should
contain an undertaking by Ibn Saud to co-operate in the
suppression of the slave trade, and to recognise the right
of manumission of His Majesty's Consuls at m
elsewhere;
