Saud could in any case agree to such a clause, and
on the whole it see '8 to me preferable not to propose
it.
(2) It seems to me quite unnecessary to attempt to
secure from Ibn Saud 1 recognition of our pr^fcriptive
rights for policing, lighting and buoying of the
Persian Gulf’. Our rights, such as they are, rest
entirely,I think, on usage, (though an article
notifying their recognition by the Turkish Government
was included.in one of the abortive Anglo-Turkish
Conventions signed in July 1913. This has not, as far
as I know, been published). To attempt to obtain
specific recognition for them now in a treaty that will
presumably be published see :s merely to be inviting
undesirable discussion. And so far as Ibn Saud is
concerned there seems little occasion to raise the
point. If he e erges more.effectively into the Gulf,
he is hardly likely to challenge British arrangements
in regard to lights, etc. so long e,s they are accepted in
other quarters.
The request of the Colonial Office for
copies of the Treaties with Arab States which should
be communicated to Ibn Saud puts on to this Office ( I
suppose with justification) a task that involves
considerable research. A similar question arose in 1911,
•w:.en copies of numerous agreements were communicated
by the Foreign Office with a covering note to the
Turkish Government.( Lote of 24th October 1911 , flagged
in volume below.) P 0 ssibly not all of these treaties
need be communicated to Ibn Saud. On the other hand
one least ( that with Katr of 1918) has to be added,
as well as something to cover Fuscat. It is a point
