1497S. Your telegram Ho. 2246. We are in agreement with you
that we should try to get seme fora of restrictive article
included in the new treaty* guaranteeing the integrity of the
Gulf Chiefs (including Muscat) with whom we have treaty
relations* and, like you* feel that Bin Sand would be unlikely
to reject such an article if it did not gc beyond the scope of
Article 6 of the 1915 Agreement* and that its omission now might
encourage aggression. We recognize that it may be difficult and
perhaps impossible to make Bin Saud agree to the inclusion in
the new treaty of a clause guaranteeing freedom of religous
observance for our Moslem pilgrims,? and that* even if he does*
it may be difficult and perhaps impossible for him to implement
his undertaking, but in view of the indignation and distress in
India over Wahabi intolerance during the Haj* we wish again to
emphasis's the importance we attach to the inclusion of such a
clause. We are chiefly concerned with the effect on public
opinion of the publication of new treaty with this iconoclast*
without something to balance it. It would indeed be serious .
matter for our Moslems if His Majesty's Government* in
negotiating a treaty with experience of this yearns Haj before
then* were to make no attempt to secure freedom of religious
observance. Without such freedom* they are beginning to think
that they might as well not go on the Haj at alio and they will
