pilgrims, but by others
as well as Indians,
before they left the
Hejaz: and no doubt
they have by now stirrec.

The first sentence of this telegram can
be dealt with comparatively easily; a letter 6 L*' Co
reiterating our view that it would do no harm and
might do good to include a restrictive clause about
the Gulf sheikhdoms in the draft treaty to be laid
before Ibn Saud y would perhaps most conveniently
be submitted on another file.
The last sentence of the telegram is quite
satisfactory.
The remainder presents difficulty, and
instructions in regard to it are requested.
The Government of Indian view is quite

intelligible that, if Indian Moslems who have performed
the Haj this year have come back feeling sore
against Wahabi restrictions of the forms of worship
in which they desired to indulge, their resentment,
at present directed against Ibn Saud ; will be
diverted against His Majesty’s Government if His
Majesty’s Government immediately afterwards
concludes a treaty of friendship with their
oppressor. But it does not seem by any means to
follow that even Indian Moslems would be pleased if
the treaty contained a clause which, however
the Government of India gloss it over, cannot fail
to connote interference by a non-Moslem Power
in matters affecting the Moslem faith.
The Government of India wish to secure
freedom of religious observance for Indian Moslems.

Government and Ibn Saud it is only for Indian (or,
at widest, British) Moslems that any concession
