on revised draft and your views.
Article 3. Please see my telegram Nool497^S, 27th August,
Article 4. If inclusion considered necessary we do not .
object, but surest the omission of provisos from both parts as
conflicting with ordinary laws of natxvew and potentially
prejudicial to Indian pilgrims.
Articles 5 and 6 meet our views.
We feel your objections to Article 7 as it stands. The
references to Article 4 are clearly meaningless* and we are
indinod to rccccinotid the omission of both rofsroncds to Articlo
5 also for* Mahometan law of succession being what it is* there is
no probability of a dash between civil and religious laws* This
leaves the references to Artide 6 only D As to the first* though
preferriag method you propose of addition to Article 6 itself to
exclude representation only in cases tried at Mecca and Medina
? to
(* omission) is that of drafts we should suggest that the same
result might more properly be secured* outside the Treaty* by a
ne»te discl&imiig our intention to insist on Consular representation
in such cases or at least on Consular representation bjr a
non-Muslim* As to second 0 we consider that any such general
qualification might hamper our action unduly* and as* moreover* its
inclusion seems to us more likely to provoke comment than appeal
