ordinary proof of nationality); they do not require
such passports on their return to India as they are
exempted from the Regulations made under the Indian
Passports Act. Presumably sufficient documentary proof
would be the pilgrim passes stating nationality
(•ometimes called passports) with which Indian
pilgrims are provided - see the Government of India's
notification of lOtii Jun© 1926, flagged B •
Documentary proof of this nature, liowe^er, lia^dly
corresponds to the papers which are issued by the King o
the Hejaz to his own subjects, andit may therefore be
better to omit the words <at the end of Article IV n as
is laid down in the case of Nedji and Hejazi subjects
above, *

that the C.O. should turn the passages in question in
Article IV in the sense proposed, but as the
Government of India think, the provisoes are "potentially
prejudicial to Indian pilgrims," I would suggest that
the C.O, might be definitely asked to prepare a
re-draft of the Article, and that when this has been
done, the Government of India should be consulted*
again on it before the Secretary of State concurs.
It-is not clear what the Government of India mean
precisely by "potentially prejudicial", and it
therefore seems the more deeiraole that they should
be consulted again on the form of the Article, unless
their present suggestion that the provisoes should be
omitted is adopted.
