negotiations with the Imam of Sanaa, wnen he had been more
or less tied down to the terms of a draft treaty, his
mission had failed. he did not suggest of course, that
tills was the only or indeed the most important reason for
tne failure of tne latter mission, but he thought that it
had been a contributory cause. i^r. Jordan said that
he would much prefer to be allowed a certain amount of
.Latitude in the negotiations, and he would, therefore,
prefer to receive his instructions in tne iorm of a
:r^i 4 ch, informing him m general terms what His
Majesty’s Government wanted included in tne treaty, and
leaving him discretion to decide the best means of
carrying out his Majesty’s Government’s wishes. He
would, however, like also to be supplied for his
guidance witn, if r-t t-c complete draft of a treaty, at
least a number of draft articles, tne terms of which he
would be at liberty to vary if necessary, indicating wiiat
His Majesty's Government would wish to be included in
the treaty. r. Gprin. Aice pointed out tnat a some
what similar procedure to tnat suggested by Mr. Jordan
had, in fact, been followed in tne case of the recent
ne(^otiations with Turkey. dir R. Lindsay had then
been furnished with a desnatoa setting iortn in general
terms what his majesty's U)veriv.ent wished to secure, but
he had ax so been supplied for his guidance witn a number
of draft articles, wnicn had proved to be of considerable
assistance in the course of tne negotiations. After
further discussion it was agreed to recommend that tne
course suggested by Mr. Jordan should be adopted.
