9. His itaiesty's Government understand that
Ibn Saud will probably be reluctant to asyee to the
inclusion of the proviaion in Article 7 for the
recognition of the right of manumission of His
Britannic Majesty's Consular officers in his domains.
His majesty's Government attach great imnortance to
this orovision however, and you should in no circum
stances agree to modify this article without reference
to His Majesty's Government.
10. It has been decided not to include in the
treaty an article defining the extra-territorial
rights which His Majesty's Government desire to claim
in the Hejas. It anoears unlikely in the first place.‘

Hie Majesty's Government are advised that the omission
would not materially prejudice any claims which they
may be in a position to make that the capitulations

it seems essential that you should have some legal
newer to de»l with such cases should it become

©cession to deal with such a case in a judicial
capacity, you can only do no in accordance with the
terms of the Order- in-Counci 1.
