recognise him at all and still regretted the expulsion of the
Hashimite dynasty* For these reasons it seems undesirable to
enter into an explanation with His Highness of the legal techni
calities differentiating de jure and de facto recognition.
4. If it is now decided to accord full recognition to Ibn
Saud as Hing of the Hejaz, it could be made clear to Moslem
critics in India and elsewhere that this action on the part of
His Majesty’s Government does not involve more than the recog
nition of His Highness as temporal ruler over the Hejaz. There is,
of course, no question of recognising him as Galiph or as a
spiritual ruler of any kind, for this is a matter which does
not in any way concern His Majesty’s Government. Whether or not
Ibn Saud will eventually be recognised by Moslem opinion as
possessing any spiritual authority is at present hypothetical,
but the fact of his temporal authority over the Hejaz is indis
putable and should, in the Secretary of Stated opinion, be
admitted by His Majesty’s Government.
o. I am to take this opportunity of enclosing copies of a
telegram recently addressed to His Majesty’s Gonsul at Jeddah
and Mr. Jordan’s reply, from which it will be seen that there is
little if anything to be gained by delay of full recognition. Sir
A. Ghamberlain would be prepared, if the Aarl of Birkenhead
considers the matter of great importance from the Indian point of
view, to let Ibn Saud understand that this recognition is of a
temporal nature and that His Majesty's Government must continue to
regard the future regime of the Holy Places as an Islamic concern,
regarding which they neither ought nor desire to express an
opinion.
