iTERY URGENT.
Sir,
I am directed by Secretary Sir Austen Chamberlain to
t
acknowledge the receipt of your letter x«o« F «3o9 of February
2nd, regarding the proposed recognition by His Majesty^
overnment of Ibn Saud's position as Ring of the Hejaz.
2. Sir Austen Chamberlain views with some misgiving the
proposal put forward in that letter that His Majesty^ Govern
ment should avoid any overt act of recognition until Ibn Saud^
position as Aing of the Hejaz shall have been recognised by some
Moslem state or responsible organisation. For His Majesty's
Grovernment to postpone recognition until a lead had been given
to them by Hgypt, Persia or Afghanistan, would inevitably have
the effect of minimising in the eyes of Ibn Saud the power and
prestige of Great Britain.
3 . The Secretary of State strongly deprecates the proposal
in the last paragraph of your letter that an informal communi
cation should be made to ibn Saud, explaining to His Highness
that His Majesty's Government prefer not to take the initiative
in recognising him as Aing oi the Hejaz, but rather to follow
j ( ^ lead of representative Moslems. Ibn Saud is now firmly
established as the actual ruler of the Hejaz and, as such, is
in friendly relations with the Acting British Agent and consul
at Jeddah. He is giving frequent proof of the pro-British senti
ments which animate his policy, and for His Majesty's Government
to refuse now to accord him recognition as King of the Hejaz
might well arouse in him a suspicion that they were unwilling to
recognise/

The papers cover the election of Ibn Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd] as king in 1926, his assumption of the title of King of the Hedjaz and Sultan of Nejd and its dependencies, his de jure recognition by HM Government and others, the delay on the part of the Egyptian Government in recognising Ibn Saud's position as king, the British attitude towards the Nejd-Hedjaz conflict, salutes to the Hedjaz flag, and the breakdown of negotiations for the recognition of Ibn Saud by the Italian Government. The papers also cover Ibn Saud's proposal to send a delegate to the International Sanitary Conference in 1926, and to become signatory of the International Sanitary Convention.
