H.M.S. Emerald, or in correspondence, as
His Majesty the King of the Hejaz, His
Lordship would have no hesitation in
agreeing that recognition should now
be accorded.
But if it is proposed that a
formal intimation (which would certainly
become puolic knowledge) should be made
to Ibn Baud that H.M. Government recogni se
him as the rightful Kir^ of the Hejaz,
His Lordship considers that it would be
advisable to combine with it a
declaration (to which equal publicity
could be given) to the effect that in
thus recognising his Kingship H.M.
Governnent continue to regard the regime
of the Holy Places and any religious
questions connected therewith as matters
solely concerning Moslems, regarding
which they neither ought nor desire to
express an opinion. (It is suggested
that in any such declaration the use of
the word "temporal" or such phrases as
"temporal recognition" or "temporal
position" should be avoided, as tending
to suggest implications and to raise
discussion as to their counterparts
"spiritual rule", "spiritual position" etc)
Lord Birkenhead hopes that the
more informal procedure will be
considered suitable: but if a formal
intimation is considered necessary, he
will not withhold his concurrence in such

The papers cover the election of Ibn Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd] as king in 1926, his assumption of the title of King of the Hedjaz and Sultan of Nejd and its dependencies, his de jure recognition by HM Government and others, the delay on the part of the Egyptian Government in recognising Ibn Saud's position as king, the British attitude towards the Nejd-Hedjaz conflict, salutes to the Hedjaz flag, and the breakdown of negotiations for the recognition of Ibn Saud by the Italian Government. The papers also cover Ibn Saud's proposal to send a delegate to the International Sanitary Conference in 1926, and to become signatory of the International Sanitary Convention.

The principal correspondents are the Colonial Office, the Foreign Office, HM Consul at Jeddah, and the Viceroy.
