if not large "body of Indian Moslem opinion, was one
of the Central Khilafat Committee’s recent delegation
to the Hejaz. The aims of that delegation, and the
messages it was to convey to Ihn Saud are sufficiently
stated - officially in the telegram dated 6 th
October 1925 from the Government of India, and
publicly in the pioneer mail of 30th October,1925
and in Shuaib’s own speech at Bombay on the 25th
October. We may take it that his speech sets out
what was involved in the resolutions of the Central
Khilafat Committee and that he (for he is an outspoken
man) must have endeavoured to give those messages to
Ibn Saud. But his companion Zafar Ali Khan (long
known as an unprincipled journalist in the panjab)
appears from the letters now seen to have prevented
the real views of the Indian Khilafatists from
reaching Ibn Saud.
Shuaib on 9th January 1926 clearly fears an
outburst of feeling in India over Ibn Saud’s
assumption of kingship. But there has not been any
explosion at all - or none of any importance*
(The opposition Moslem delegation did not
arrive at Jeddah till 22nd January 1926)
I should judge that if we safeguard ourselves
by disowning interest in the control of the Holy
Places, recognition of Ibn Saud as King of Hejaz
would create no real trouble in India.

The papers cover the election of Ibn Saud [‘Abd al-‘Azīz bin ‘Abd al-Raḥmān bin Fayṣal Āl Sa‘ūd] as king in 1926, his assumption of the title of King of the Hedjaz and Sultan of Nejd and its dependencies, his de jure recognition by HM Government and others, the delay on the part of the Egyptian Government in recognising Ibn Saud's position as king, the British attitude towards the Nejd-Hedjaz conflict, salutes to the Hedjaz flag, and the breakdown of negotiations for the recognition of Ibn Saud by the Italian Government. The papers also cover Ibn Saud's proposal to send a delegate to the International Sanitary Conference in 1926, and to become signatory of the International Sanitary Convention.

The principal correspondents are the Colonial Office, the Foreign Office, HM Consul at Jeddah, and the Viceroy.
