I spoke to Mr.Mallet about this letter and
asked hira what the Foreign Office had in mind as
constituting the act of de jure recognition of Ibn
Saud as King of the Hejaz. He did not know‘off-hand,
and it seems doubtful whetheijthe Foreign Office have
really considered what "recognition" is. I
suggested that if, as Mr.Jordan has suggested in his
telegram No.19, the visit of Ibn Saud to His Majesty’s
Sh.ip Emerald is taken as the appropriate occasion,
recognition might be accorded by Mr.Jordan being
careful to present the Commanding Officer to "His
majesty the King oi the Hejaz" and not simply to His
Highness the Sultan of Mejd, and thereafter addressing
letters to "His Majesty"; if it were enough to slip
thus into the habit of recognising him as King of the
Hejaz, there would be no need to make a formal
declaration that His Majesty’s Government accord
r *-6 recognition, and no need to explain to him
or, at. any rate for some time, to anyone else how
much or how little we intend to imply by such
recognition.
Mr.Mallet, who agreed that Ibn Saud is probably
not aware that he has not been fully recognised,
suggested that the procedure indicated above might be
put to the Foreign Office, who, so far as he could say,
would be likely to be willing to adopt it.
