There are strong reasons, from the sanitary
point of view, for supporting the proposal of Ibn
3aud that he should be represented at the forthcoming
Paris Sanitary Conference. Hitherto under the
regime of King Hussein and Emir Ali there has been a
vexatious quarantine of pilgrims at Jeddah in addition
to the quarantine at Tor and Kamaran. This has
caused the Dutch to complain of the necessity, under
the existing Sanitary Convention, for putting in to
Kamaran for sanitary measures. If the Hejaz
Government were brought to recognise formaaiy the
adequacy of quarantine at Kamaran and Tor and not to
detain pilgrims and fleece them for so-called
quarantine at Jeddah the future of Kamaran would
be assured, and the welfare of the pilgrims greatly
increased.
Does your Department see any political
reasons for objecting to what the foreign Office
propose to dor Do you consider that it is necessary
to consult the Government of India before expressing
concurrence?.

from various points of view - it seems desirable to
consult the Government of India, if only as a matter
of courtesy, if time allows. But I think we might
if necessary concur forthwith in the Foreign Office
