that Sir Robert Clive should so rapidly have offered to
offset it against satisfactory settlement of British^awt£
claims against Persia. These (save in the case of the
Persian Railway Syndicate) are apparently of a very
unsubstantial character, while trie Indian element in them
is practically negligible.
The question of the use to be made of the
£510,000 has been further complicated by the proposal
now made by the Treasury that a decision regarding it
should be held up -until a favourable decision can be
secured as regards the liability of the Anglo-Persian
Oil Company to Persian income-tax; see Mr. Waterfield’s
letter to Lord Monteagle of the 1st April, flagged A
below. After Departmental discussion, I attended a
meeting at the Treasury to-day to examine the question
generally. The Foreigi Office were also represented.
I pointed out that half of the amount in issue
belonged to India. On the other hand, the income-tax
of
point was one/solely Imperial importance. I said that,
so far as I could judge, we should take very strong
exception to any linking of the two. On general grounds
moreover, there seemed strong arguments against adding
farther items to the debit side of our balance-sheet,
or against giving the Persians an excuse for suggesting
thu.u we were dragging out the present negotiations by
introducing entirely new factors. I added that I
doubted if we should be entirely content th Sir Robert
Clive's proposal to use the £510,000 as an offset
gainst P nitish claim s, in view of the very small Indian
eluueni. in diem, and that I thought we should much
prefer that this substantial amount should be used in
connection with the settlement of the disputed Gulf

This volume contains correspondence regarding wide-ranging negotiations that took place between Reza Shah's Minister of Court, ‘Abdolhossein Khan Teymourtache [Teymurtash], and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the two governments in order to resolve a number of outstanding issues. The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between the British Minister in Tehran, Sir Robert Clive, and Teymourtache.
In addition to this correspondence, the volume contains the following documents:
- 'Minutes of an Inter-departmental conference held at the Foreign Office on Wednesday, July 29th, 1931', (folios 6-13)
- Draft text of general treaty between Persia and Britain written in French, (folios 62-83)
- Copy of the concession granted to Baron Julius de Reuter to establish a bank in the Persian Empire under the name of 'The Imperial Bank of Persia' in 1889, (folios 341-342).

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.
The papers are arranged in approximate chronological order from the rear to the front of the volume.
