Persians now agree to a fonnal exchange of Notes,
not to be published, to embody the arrangements
proposed on this subject. This is satisfactory so
far as we are concerned, and it seems unnecessary to
press the question of publication. No action is in any
case necessary until we see the draft Note, which is
being forwarded by bag.
Article 4: Hen jam . - fe have raised the Persians
from 20 years to 25 years for the period of the lease.
We have always been ready to accept 25 in the last
resort, and we may regard this result as satisfactory.
From telegram No. 177 it will be seen that Sir Robert
Clive has enquired whether it is worth offering an
additional £100 rent for an extra five years, should
the Persian Government decline to move beyond their
limit of 25 years. The Foreign Office are proposing to
re-ply that they are not clear whether the Minister of
foreign Affairs has definitely agreed to our offer of
£500 a year rent for Hen jam, or whether he has hitherto
raised no objection to this figure merely because he
intends to leave all financial questions for discussion
at some later stage, but that they doubt the desirability
of offering, additional rent for the last five years of
the lease, as suggested by the Minister, as this would
probably encourage the Persians in the belief that we
are willing to pay more during the first 25 years.
i hey propose, however, to give the Minister discretion to
put forward the offer, if further developments render it
in his opinion desirable to do so.
Sir Robert Clive has suggested a tentative counter
draft for the latter part of Article 6 of the Hen jam
agreement (we still await the text of the draft Article

This volume contains correspondence regarding wide-ranging negotiations that took place between Reza Shah's Minister of Court, ‘Abdolhossein Khan Teymourtache [Teymurtash], and the British Legation in Tehran, the aim of which was the agreement of a bilateral treaty between the two governments in order to resolve a number of outstanding issues. The majority of the correspondence in the volume is internal correspondence between British officials, but it also contains a limited amount of correspondence in French that was exchanged between the British Minister in Tehran, Sir Robert Clive, and Teymourtache.
In addition to this correspondence, the volume contains the following documents:
- 'Minutes of an Inter-departmental conference held at the Foreign Office on Wednesday, July 29th, 1931', (folios 6-13)
- Draft text of general treaty between Persia and Britain written in French, (folios 62-83)
- Copy of the concession granted to Baron Julius de Reuter to establish a bank in the Persian Empire under the name of 'The Imperial Bank of Persia' in 1889, (folios 341-342).

The subject 200 (Anglo-Persian Treaty Negotiations) consists of eight volumes, IOR/L/PS/10/1250-1257. The volumes are divided into ten parts, with parts 1 and 2 comprising one volume, parts 3, 4 and 5 comprising one volume each, parts 6 and 7 comprising the fifth volume, and parts 8, 9 and 10 comprising one volume each.
The papers are arranged in approximate chronological order from the rear to the front of the volume.
