With reference to your letter No. P 5086 of
November 22nd regarding the form of postage stamp
to be adopted for the postal service in the Mosul
area I am directed by Mr Secretary Balfour to enquire
if there is any reason why Turkish stamps should not
be used surcharged 'I.E.F.D^in the same manner as
is suggested for Indian stamps in the telegram
No. 9873 of November 15th from the Civil Commissioner
Baghdad.
2. I am to add that if "British occupation" has to
be referred to at all Mr Secretary Balfour is of
opinion that it should be qualified as ’military’
occupation.

This part of the volume (folios 38-70) contains correspondence related to the reopening of the Turkish civil post office at Mosul Vilayet (province) and the question of which overprint to use on the available Turkish stamps. The three overprint options that were under discussion are the following: 'Mosul in British Occupation', 'Iraq in British Occupation' and Indian stamps surcharged 'I.E.F."D"'. This part also contains correspondence regarding the arrangement of four sets of stamps of each variety to be sent to His Majesty King George V, the Imperial War Museum, and to the General Post Office.
