Ministry vras being formed at the same time as the policy
was being oomunicated. He presumed that in Parliament,
the approval of the policy would be moved by resolution*
He thought by this means every pledge would be fulfilled.
THE PRIME MINISTER recalled that in the draft of
the letter forwarded in his telegram l?o. 17 of January 12th c .
C.P. 36l4, No.4, - Lord Allenby had included the following
phrase
K Y/ith this object in view I am happy to be able
to announce to Your Highness that Hie Majesty's
Government are prepared to reco t rmend to British
Parliament , without wait ing for conclusion of
a Treaty, abolition of Protectorate and
recognition of Egypt as an independent Sovereign

That sentence had dropped cut of the new draft letter . If
it were re-inserted it would merely inform the Sultan that
the British Government were prepared to recommend this
policy to Parliament* In this way the Government *o pledges
would be fulfilled*
LORD ALLENBY agreed that there was no objection to
this.
THE PRIME MINISTER suggested that the came
Committee a.o had drafted the now latter and the Government 1 r>
Declaration, namely, Sir Edward Grigg, Mr, Murray and
General Clayton - should meet in order to re-insert this
phrase.
The Ministers then discussed tho question of when
the announcement should bo mado in the House of Commons.
LORD ALLENHY oaid he expected to be able to hand
the Declaration to the Sultan next Monday afternoon and
it was arranged that the announcement in both Houses of
Parliament should bo made on Tuesday afternoon -
February 28th.*

The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.
The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.
At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
