Cabinet had b^for^ them a Memorandum by the President of the
Board o^ Trade (Paper C.P.-3546) covering a Note by the
Secretary *br Mines respecting the question of oil produc
tion in the United Kingdom.
The Cabinet were informed that an opportunity^'now
presented itself for settling the legal proceedings institut
ed by the Dube of Devonshire, on terms binder which the Duke
would forego his claim to the oil already won and would take
over the plant on the site at a valuation, on condition that
his right to the remainder of the oil produced was definitely
recognised and that he or his nominee was given a license to
work tlv> area on the usual royalty basis. - While this settle
ment involved the reversal of the policy in pursuance of
which the Government had declared against private ownership
in oil and the right of landowners to exact royalties, such
reversal could be Justified on the ground that as a result of
recent developments it had been ascertain-d that oil produc
tion in the United Kingdom was never likely to become a
commercial proposition. Moreover, so long as the present
uncertainty prevailed, it was out of the question for private
enterprise to engage on any work of this character.
The Cabinet agreed —
To approve the proposed settlement with the
Duke Devonshire on the lines suggested in
the Not® bv th® Secretary for Miir. s, notwith
standing that this settlement involved recogni
tion by the State of private ownership in oil
and th® withdrawal of the Government ban on
the payment of royalties.

The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.
The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.
At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
