ho had been patient for five weeks,to be, patient for
five minutes more. Ho. v/as doing his utmost to meet
Lord Allenby 5 s views. If the-Egyptlane refused to
form a Ministry on the basia of. Lord Allenby f e .policy
then they must be governed somehow*. That was a
reason for drawing up- a definite basis of policy.
Lord Allenby would ask them to form a Ministry on
this basis. If they refused then.some document must
be lseued ; shewing the basis on which,,Great Britain
had offered that Egypt, should be governed.
luE. AMOS said that in that event an entirely
new document would be required. The basis now under
wh i ch
consideration^'contemplated the handing over of foreign
affairs to Egypt and containing a declaration of
policy etc., presupposed the co-operation of the
Egyptians.
TiCH PRIME MINUTER said that in this event it
would of course bo necessary to govern Egypt aa a
conquered country. It would be important, however,
to issue a document shewing' exactly what the position
of the British Government was.
LORD ALLS1IEY said that if he could go .back with
his draft letter of lamary 12th modified as regards
para, 13 as set forth above, he. thought he might
succeed in getting, together an Egyptian Ministry, but
ho Could not do so on any other terms.
THE PRIME MINISTER said he fully realised Lord
Allenby 1 s difficult personal position.

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.
The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.
At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
