Ha believed' that he and- Lord AlXenby had the sanie
ultimte ends in view. He felt that seme declaration
was* necessary.. It should not be lon^ and should
merely constitute a sh;rt compendious declaration of
car position in Egypt including a statement of the
concessions we were prepared to make.
SIR EDWARD GRIGG shewed a rough but incomplete
draft which the Prime Minister read.
LORD AliLElDBY did not think that any Egyptian
Minister would accept this. The revised draft of
para. 13 was as far as he was willing to go to. modify --
the attitude expressed in his letter.. His positiioi
was perfectly well known in Egypt,. Five weeks ago
he could have guaranteed a sound,, stable and friendly
Ministry on the basis of that letter. He hoped that;
he might still be able to secure this, but he was
less sure. He appealed, however, to the Prime
Minister to let him try. Any new phraseology,, however,
would arouse the utmost suspicion.. It was difficult
to believe hew much effort, had been expended in over
coming the suspicions of the Egyptians, and’inducing
them to accept the wording he proposed. He. felt that
the new draft of para. 13 g&ve the fullest guarantees
that we required. He only proposed to send the
letter after the Government had been formed,
THE PRIME MIKISTER thought that it would be
necessary to govern on some such lines as were indicated
in the rough draft proclamation (Sir Edward Grigg’s
draft) which he held just read.
LORD ALLEHBY said that in this event he would
have to insist on the acceptance of his resignation
which he had offered some weeks ago.

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.

The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.

At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
