LORD CUBZON stated that he had discussed the
question with the—Lord-^hrjj/T^-Stmljr esixeo.tally in regard
to the parliamentary difficulties to be overcome*
The main difficulty was that in Lord A13enby ? s proposals
we were asked to make concessions which we could not
retrieve u Lord Allenby proposed to abolish the
Protectorate in the hope that the Egyptian Government
would at a later date discuss the reserved points in
the spirit in v;hich we desired, and would make a
treaty on that basis* The underdNalclng-s given to
Lord Allenby by Adly and others were purely personal
and in no way committed the Bgypti.an Government* He
thought it would not be unreasonable to ask the
Egyptian Ministers for much more specific \indertakings
aa regards the reserved subjects* He had drafted a
telegram to send to Lord Allenby with that objecty
Parliament would no doubt take the view that the
assurances given by the Egyptian Ministers were not
sufficient to justify the abolition of t v e Protectorate
before the treaty was signed. He suggested that that
difficulty might be got over in the following way*
The agreement might eventually take the form of a
treaty which would go before the British Parliament
.and the Parliament in Egypt ; but he proposed that the
consent of the British Parliament shouD.d be obtained
by Resolution in advance to tho abolition of the
Protectorate on condition that a satisfactory agree.*

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.

The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.

At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
