(Telegraphic.) Cairo, December 24, 1921.
MY third telegram of 23rd instant.
Revised list of casualties in Cairo is as follows: British, none;
Egyptians, three killed, fourteen wounded.
Disposal of the nine persons ordered by me to abstain from
political activities is as follows: six are now at Suez pending
embarkation for Ceylon by transport on 28th December; three,
Sadek Henein, Amin Ezz-el-Arab, and Gaafar Fakhry, have obeyed
my order and are under police supervision.
Cairo. —Town is still disturbed, and sporadic demonstrations
accompanied by sabotage have been reported throughout the day.
Helouan railway was damaged during the night and a train derailed
this morning. Xo one was injured. Attempts to set fire to Boulac
workshops and Ministry of Education stores early this morning were
frustrated.
Attendance of Government officials at Ministries to-day was not
satisfactory. Finance and Interior were normal, Education and
Public Works bad, and remainder fair. Attempts are being made to
intimidate officials. The schools are generally on strike.
Alexandria. —There have been minor demonstrations and seme
sabotage. Schools are on strike.
Provinces. —Upper Egypt is quiet, though some apprehension is
reported at Assiout. v
Lower Egypt is unsettled. The situation at Tanta has improved
since the arrival of British troops. Railway and telegraph between
Zagazig and Ismailia were cut and repaired. Demonstrations
occurred in Zagazig. In Damanhur demonstrations created a
menacing situation, and crowd succeeded in calling out Delta light
railway employees, but police subsequently restored order.
Detachments of Egyptian troops have been sent to all Mudiria
towns throughout the country. Two aeroplanes are at Assiout and
one is proceeding to Assouan. Cairo and Delta are being patrolled
by aeroplanes. Eight Xile steamers armed with machine-guns are
proceeding in charge of naval officers to Upper Egypt on 26th
December.

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.
The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.
At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
