but the task would be a much more difficult one in the
provinces. No military administration, however, could hope to replace
the complicated machinery of civil government or prevent serious
injury to financial and economic interests. The advisers have been
carrying on over two years in the belief that policy of liberal conces
sions would be adopted, and have undoubtedly given this impression
to various Ministers and others with whom they have been in contact.
They feel bound therefore to point out that if a contrary policy is
adopted they cannot expect to retain the confidence of Egyptian
Ministers or to be able to render useful service in the future. If, on
the other hand, a liberal programme is approved by His Majesty’s
Government, they are confident that it could be elaborated on the
spot and a Ministry formed to carry it out, even if no Egyptian
Minister is prepared to-day to sign official convention containing that
programme as full satisfaction of Egyptian claims.”

IN view of the fact that you were present at the meetings of the
Cabinet when the terms to be offered to Adly were decided, we cannot
help feeling rather surprised that you failed to point out to the
advisers that they were proceeding in total ignorance of the true
position when in their memorandum mentioned in your telegram of
yesterday’s date they described the decision of His Majesty’s Govern
ment as maintaining the protectorate and as refusing to accept the
principle of Egyptian independence.
This error, which you should immediately explain to them, renders
their argument to a large extent unsound. You should at the same
time convey to them confidentially a general outline of the conces
sions which His Majesty’s Government were not only ready to offer
but did actually offer in the draft treaty communicated to Adly, which
he refused.
His Majesty’s Government now propose to adopt the following
procedure. A copy of the draft treaty, together with the reply of the-
delegation, has already been sent to you by bag, and Adly will have
no doubt communicated them to the Sultan. In a few days the text
of a note, fully explaining and defending the attitude taken up by
His Majesty’s Government will be communicated to you. This note
you will in due course address to the Sultan, and it, together with the
draft treaty and the Egyptian delegation’s reply, should be simul
taneously made public in England and Egypt. Meanwhile, the press
here are being informed that publication in the manner described
above will shortly take place and that in the interim no credence
should be given to partial or premature disclosures.
Until publication takes place we trust that you will avail yourself
of any suitable occasion to defend the very generous concessions
which His Majesty’s Government were ready to make and to refute
misrepresentations of their intentions.

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.

The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.

At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
