government of the country is likely to render our
presence more acceptable to Egyptians,
Sooner or later in all probability the difficulty
of carrying on Government in cooperation with the
intellectual and politically minded sectionB 0 f the
population will become insuperable and a position will
be reached, whether as a result of disturbances or
for any other reason where a solution on altogether
different lines will have to be sought.
It would then become necessary to aim at a
permanent settlement of the Egyptian question by means
of some unilateral act which would have to be of such
a nature that it could only be upset by foreign
Powers as the result of successful military action ;
Egyptian opposition to such a settlement would be
inevitable but it is doubtful whether it would be more
difficult to deal with than that which will be
inherent in any kind of temporary arrangement.
To fulfil the first requirement of the preceding
paragraph the incorporation of Egypt in the British
Empire would seem the only solution, and for such
incorporation to free Egypt from international
fetters it would have to be drastic and amount to
undisguised annexation. Presumably recourse would
pnly be had to such a step in the event of more or
less open revolt against us breaking out.
Before considering the Advantages and drawbacks
of annexation, it may be useful to see how it coaid
be defended.

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.
The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.
At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
