LORD CURZOIT said that froo his corr/ersation with the
Egyptian Dologatos ho inferred that thoy would approoiato
the diotinoticn botwoon a force quartered at Abbas 3 ia and
a force in the Citadel overlooking Cairo; but at the
present time no such withdrawal was contemplated. The
troops would only be withdrawn from Cairo if the "Egyptians
contentedly aequiooced in war control of the country end
tranquility was re-established. The question was what
troops would bo roquirod to maintain order when the
negotiations .with the Tgyptian Delegation broke down as he
was confident they would,. Ho pointed «ut that it was
predicted in the letters which ho had circulated that the
consequences of a breakdown of the negotiations would bo
that wo should have to retain a considerable military
farce in Dgypt f'.r an indefinite time. Ctrikes, outrages,
b#yo«tts and sporadic risings would occur . The question
was what garrison would be required to deal with such a

situation, and what would be the cost.
LORD ALLEHBY stated that he had informed the Cabinet that
ho believed he could keep order under those conditions with
the force now in Egypt. Re submitted a statement showing
the troops in Egypt in September, 1980, arm at thepresent
tine, and their distribution^ (Printed as Append!:' I‘to
these kinutes). He explained that after tho Cairo
Conference Orders were given for tho Egyptian.garrison to
bo reduced by EOthof dune to
1 Regiment British Cavalry.

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.

The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.

At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
