object in viev; it was desirable that the British Oovernment 1 a
offer shoulC be as renerous as possible subject to the
necessity of mahin^ sure of its refusal. On the other hand
we should not offer anything that we mi Wit find it
undesirable ultimately to grant.
LORD said that the possibility of removing the
troops from Cairo and Alexandria depended upon the state of
SgTpt. To withdraw the troops now would be regarded by
Egyptians as a surrender to Zaghlul, and the consequence
would be that Zaghlul would gain prestige in Sgypt. He
therefore considered it essential to retain the troops in
the Citadel and in Hasr-al-Ml Barracks at present; but if
after a year or so.the situation improved, it might be possible
to move the Cairo and Alexandria garrisons to Abbaseia and
Mustapha Barracks respectively, as suggested by Lord Curzcn.
He had no doubt that if the British troops were withdrawn
from Alexandria now, Italian and American troops would move
in to take their place; or that, at any rate, foreign ships
of war would be sent. If it is decided to give Brypt a
measure of autonomy, it should be a gradual process. It
was essential that the Egyptian should realise that the
British Government intended to adhere to v/h&tever policy
they might decide to adopt.
MR. 0HUBCHILL stated that he was strongly opposed to the
withdrawal of the troops from Cairo and lexandria. He was
of opinion that troops quartered at Abbassia and Justvpha
Barracks would be no less an infringement of the autonomy of
Dgypt than troops Quartered in Cairo and .JLexa-< dria. He
enquired if lord Allenby was satisfied that troops in Abbassia
and Mustapha Barracks would secure the protection of
Europeans in C iro and Alexandria, He considered that an
^ffer at the present time to withdraw our garrisons from
Cairo

The file contains correspondence, memoranda, minutes, and other papers concerning the political situation in Egypt and negotiations between the British Government and an Egyptian delegation for the end of the British Protectorate in Egypt. The papers cover the effort to come to an agreement on future relations between the two parties following negotiations in the summer of 1921 and up until Britain's unilateral declaration of the end of the protectorate in February 1922.

The majority of the memoranda is written by Foreign Office officials, including the Secretary of State for Foreign Affairs, Lord Curzon. Records of meetings of the Cabinet and a sub-committee on the Egyptian situation, and of a few high-level gatherings at 10 Downing Street, make up a substantial part of the file. There is also a large amount of correspondence between Curzon and Field Marshal Edmund Henry Hynman Allenby, High Commissioner of Egypt, on the question of Egyptian independence and events in Egypt. Other papers include printed collections relating to the Egyptian situation that were presented to Parliament.

At the back of the file is a chronological summary and a résumé of events in Egypt since the publication of the report of the Milner Mission to Egypt (folios 238-260).
