I hare the honour to inform you, so that you may
communicate it to your Governments, that the state of
the Hejas people in general requires extending help
to them in paying out their charities, and that this
moment is the Best time for them to make use of their
charities*
This mere action of humanity has no connection
ydiatever with the present hostilities, nor with the
state of neutrality of your Governments. Your
Governments can send anybody they like to supervise
the distribution of the oharities, and our Government
is prepared to render all possible facilities for the
purpose*
1 should like you to request your Governments to
let their Moslem subjects know that the Hejas is open
to every visitor and that safety prevails in every part
of the country that is occupied by our troops, and that
we are prepared to render all possible facilities and
comfort to pilgrims and your nationals in particular*
