Dear Lord Curzon,
In view of the arrival of Peace Conference
representatives in London, may I take the liberty of calling
your attention to a memorandum which was given to you in
Paris at my request, of which I attach another copy for
convenience of reference. 'Phis amplifies paragraphs 4 and 5
of the General Staff Memorandum on the Military Aspect of
the (Turkish Peace Settlement, which was circulated to the
Cabinet on the £4th December 1919.
(The present situation in (Turkey seems to me, and I am
sure you will agree, to emphasise the principle given in
paragraph 4 of this memorandum, that there must be the
closest relation between the actual announcement of decisions
and the means available for their enforcement.
Of course the matter is influenced very closely by the
actual nature of the decision itself, but perhaps I should
recall that General Milne has particularly requested that he
should receive timely information.
