Sir, Diarbekir, November 23, 1891. *
IN connection with my despatch of the 19th September, I have the honour to state
now that the Governor-General of Diarbekir, his Excellency Surry
Pasha
An Ottoman title used after the names of certain provincial governors, high-ranking officials and military commanders.
, having
received information as to the deplorable state of things in the Palu district, has
caused the dismissal of two of the functionaries and the change of the Sub-Governor
of the caza; hut whether this step will have the desired elfect of remedying the
existing evil in the said district remains yet to he seen. In my opinion, more effectual
and stronger measures are necessary in order to bring the lawless marauders to their
senses.
