My Lord, Constantinople, March 25, 1891.
I HAVE the honour to forward herewith copy of a despatch from Her Majesty’s
Acting Consul at Erzeroum, inclosing two despatches from Her Majesty’s Vice-Consul
at Van, in the latter of which Mr. Devey reports an affray which has taken place
between the Kurdish villages of Arjish Caza.

I HAVE the honour to forward to your Excellency herewith copies in duplicate
of Vice-Consul Hevey’s despatches, the former respecting Armenian affairs in Van, the
latter as to an affray between Kurds near Arjish.
In this town the Armenians are at present very quiet, but the uneasy feeling is
rather on the increase than on the decrease.

Vice-Consul Devey to Acting Consul Hampson.
(Extract.) ^ aili March 2,1891.
WITH reference to my despatch of the 9th ultimo, it has been known here for
some time past that the Armenian Vartabet, Hovsep Ayvazian, has been nominated to
Van as Patriarchal Vicar, and this dignitary will be leaving Constantinople shortly.
On the morning of the 12 th ultimo a seditious placard was found posted on the
doors of the Post Office; it was of course promptly taken down, and the incident
attracted little attention. The author of this Armenian paper has not been tiaced;
but there have been no more threatening letters.
I understand that of the twenty-five prisoners mentioned in my despatch of the
9 th ultimo, seven only will be convicted, on the clearest evidence, of seditious
practices; the remainder, not directly implicated, will probably be dismissed with a
caution. Six or seven have already been set at liberty.
P.S.— March 3. Three more prisoners were released to-day.

I HEAR there has been some fighting between two Kurdish villages of Arjish
Caza, in which four lives were lost. Of those who took part, or were to blame in this
disturbance, the greater part went at once to Erzeroum in the expectation doubtless
