’ WITH reference to my despatch of the 30th January, 1891, regarding the
reported heating to death by zaptiehs of an Armenian at a village near Bitlis, 1 have
now the honour to forward to your Excellency, in duplicate, the answer received from
Her Britannic Majesty’s Vice-Consul at Van to my inquiries on this subject, from
which it would appear that the account previously sent by me of this outrage was
unhappily correct.

Si r? Van, February 14, 1891.
WITH reference te yours of the 2nd instant, I have the honour to state that
there is unhappily reason to believe that the outrage therein narrated is founded on
fact.
I learn that, on the 7th ultimo, a son of the Bitlis Alai Bey, accompanied by
several zaptiehs, who were Circassians, and numbered forty [?], went to an Armenian
hamlet, Hormuz, and passed the night at the house of a certain Hachik; this man was
maltreated for taking measures to protect his honour and died. A Mussulman doctor,
with two pharmaciens, sent to hold an inquiry, ascribed the death to natural causes
and not to violence.

My Lord, Constantinople, March 16, 1891.
WITH reference to my despatch of the 13th instant, reporting the appoint
ment of the new Kaimakam of Alashgerd in place of Ahmed Bey, 1 have the
honour to transmit herewith a copy of a despatch from Her Majesty’s Acting Consul
at Erzeroum, containing information as to Halim Effendi, who has been named as
Kaimakam of Alashgerd.
Mr Hampson in his despatch also reports the return of Hussein Aga of Patnos to
that district and the expectations of trouble consequent thereon.
Eor previous information respecting Hussein Aga, who left Erzeroum for
Alashgerd on the 21st January for the purpose of gaining information as to the
horsemen available for the formation of the new Kurdish cavalry, I would refer your
Lordship to my despatch of the 24th February.
