(xxi) An important agreement under which the Nazim of
Makran and the Deputy Governor of Bampur will meet
annually on the border and dispose of current border caser.
(xxii) Arrangements for the Bampur-Gwadur ddk service
in connection with which the Governor-General has made
Sardar Leader of a tribe or a polity; also refers to a military rank or title given to a commander of an army or division. Ghulam Rasul responsible for the safe ddk through
Persian territory.
(xxm) I have now seen almost every bit of this border from
Kej to near Malik Siah Koh.
(xxiv) I have gained a personal knowledge of the Mashkel
country; and the rights of the questions (a) between
Nauroz Khan and the Damanis, (&) between Nauroz Khan
and the Hekis, have been ascertained.
(xj'v) The new trade route has been traversed without the
least inconvenience by some 300 troops; strong evidence of
the excellence of the arrangements along the road.

Administration.
In November 1896 Lieutenant F. C. Webb-Ware was ap
pointed as the first Political Assistant^ Chagai, to administer the
Nushki-Chagai-Sinjarani country under the orders of the Agent to
the Governor-General in Baluchistan. His special duty being to
arrange for the safeguarding of the trade route and the protection
of caravans.
At this time Nushki was ruled by the Khan of Kalat through
a Naib.
This Naib appears to have absented himself from Nushki fre
quently, to have made no attempt to consolidate his master's rule,
but to have been satisfied to view it year by year gradually slip
ping from his grasp, and to have confined himself to collecting
an ever dwindling revenue.
The Khan’s authority thus yearly was becoming more sha
dowy, and the various factions of Mengal and Rakshani quarrel
led and fought, and were torn by dissensions to the detriment of
all peaceful avocations.
The Political Assistant set to work to settle a large
number of outstanding land and blood claims, and his action
w;is so much appreciated that the inhabitants flocked to refer the
most trivial cases for his decision. But after a year’s experience
he reported his opinion that “ under the present regime, Nushki
can neither be pacified nor can it prosper. The district is inhabited
by so many lawless characters that the withdrawal of a
single levy sowar In the East India Company army and later Indian Army, an ordinary native cavalryman or mounted cavalryman. injuriously affects the peace of the
country.”
In order to safeguard the trade route the Political Assistant
had, to commence with, a staff of 4 thanadars, 22 sowars and
28 khassadar guides, and his first step was to establish four thanas

Content

A report, marked as secret, on the area of Nushki, Chagai, and Western Sinjarani. The report was compiled in the Intelligence Branch, Quarter Master General's Department. The report was commenced in 1897 by Captain R E Roome, 6th Bombay Cavalry (Jacob's Horse), and revised and completed by Major W C Walton, 104th Wellesley's Rifles, Deputy Assistant Quarter Master General in 1903. It was printed at the Government Central Printing Office, Simla, in 1904.

The report includes a preface by Colonel John E Nixon, Assistant Quarter Master General, Intelligence Branch (folio 5) and a glossary of vernacular terms used (folio 6). The main body of the report contains chapters on geography, communications, fortified posts and forts, climate, sanitation, resources, ethnography, history, administration, and military strength.

The second part of the report includes a gazetteer of topographical and ethnographic information (folios 36-127) and appendices covering wells, canals, and meteorology, and including a report on the signalling stations of the Dalbandin-Robat line, with sketches (folios 131-147).

The volume includes the following maps:
