The territory of Koweit as delimited by Article *1 nf 4 .*

The autonomy of the Sheikh is exercised by him in the territories bounded
by a semi-circle of which Koweit, is the centre. The Khor Zubair at the
northern end ar.d Krain at the southern end. This line is indicated in red on
the attached map. The islands of Warba, Bubian are included in this zone.

The limits of the territory rererred to in the above paragraph are fixed as
follows:—
The line of demarkation leaves the coast at the mouth of the Khor Zubair
towards the north-west and passes immediately south of IJmm Qasar of Safwan
and Jebel Sanam so as to leave these places and their wells to the Basrah
Wilayat. On arrival at the Batin it follows towards the south-west as far as
Hafar Bak Batin which it leaves on the Koweit side

9. The position of the northern boundary alone has been subjected in the
past to close examination. Captain Shakespear makes the well marked Ar
Katq Ridge, the north-western corner of the principality : the point seems a
suitable one for the purpose and will, I trust, be adopted. Thence it has been
field to run through Jebel Sanam, another prominent point, to the sea imme
diately south of Umm Kasr.
10. The Sheikh’s claims to Safwan are, I think, a good deal stronger than
has generally been thought, and might Have been supported with good reason,
but it seems probable that as regards this point we are committed vis-d-vis the
Ports to recognise it as beyond the limits of Koweit; the Sheikh s influence,

This volume contains correspondence, reports, telegrams and minutes regarding negotiations and administration, largely between the India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The successor to the Court of Directors. , Lieutenant-Colonel Sir Percy Cox, and the Government of India, after the occupation of Baghdad (Fall of Baghdad) on 10 March 1917. The negotiations concern the administrative organisation and political control of Mesopotamia, as well as the external and internal boundaries of Iraq (also spelled Irak in the volume).

Related matters of discussion include the following: the text of the Baghdad proclamation; the future administration of the territory by the Foreign Office instead of the Government of India; the regulation of the new territory; the responsibilities of the Chief Political Officer in the new territory; the Turco-Persian frontiers. The correspondence in the volume is internal correspondence between British officials. The principal correspondents are as follows: Lieutenant-Colonel Sir Percy Cox; Lieutenant-General Sir Stanley Maude; the War Office; the Secretary of State for India; the Political Department, India Office The department of the British Government to which the Government of India reported between 1858 and 1947. The papers are arranged in approximate chronological order from the rear to the front of the volume.

The subject 5320 (Mesopotamia Negotiations) consists of two volumes, IOR/L/PS/10/666-667. The volumes are divided into two parts, with each part comprising one volume.
