21i9 Ulema and other
of revenue and in every kind of question,
inhabitants, including the Persian population, were dominated, by
these people until the arrival of the British forces at
Baghdad. Thereupon the Civil Commissioner, in order to deprive
them of any pretext said to carry out the British government s
promise to the Persian Government to protect the holy places and
respect them proceeded to act with hindness and consideration.
Pirstly he overlooked their past misdeeds and then he summoned
them all one by one and treated them with the utmost benevolence
and kindness, going as far as to entrust them with the local
Government and maintenance of order at hajar. ^ i ' ter sometime,
at the request of the Sheikhs themselves, Abdul Hossein Khan,
hizam ol Ulema Zadeh was sent to Eajaf as Governor and in order
to avoid giving the Sheikhs any pretext whatsoever each one of
them was given a fixed monthly allowance so that they should
not interfere in local Government affairs. But it was.not long
before they again took to murder and pillage, and refused to -
recognise his authority of the Governor chosen by them. Tne
result was that the inhabitants lost patience and sent numerous
petitions to the Government at Baghdad, who sent special
delegates to investigate the matter. But the Sheikhs did not
like this and their activity was increased and they actually
went so far as to attack the local Government. The delegates
sent to investigate matters had great difficulty in reaching
the houses of some notables where they sought refuge ana
concealment. It was at this time tl*t an incorrect report
of these events reached the Persian Government and that the
foreign Ministry in their telegram So. 162 asked through one stos
Consulate at Basrah for a full and correct report which was ax
at once submitted by this Consulate General stating the
reports were entirely baseless and erroneous. The measures
taken at, this juncture by the Government mxe to send troops
to the vicinity of Bajaf in order to restrain the rebels
