The letter is sending instructions to the Commander; he should deliver a packet to a company broker Often a local commercial agent in the Gulf who regularly performed duties of intelligence gathering and political representation. in Muscat for dispatch to Jonathan Duncan at Bombay and should then return directly to Bushire. It also advises the Commander that he should try to ascertain whether any Frenchmen are in Muscat and report any information to the Governor of Bombay.
